Along with Rot Yiam Beef Noodles, Best Friend is one of the few spots for cheap eats in the Nimman area. It's conveniently located and serves up authentic Burmese and Shan food every day (there's also a Thai menu, but it's all standard stuff you can find anywhere else). Best Friend is affiliated with an Burmese library and is very popular with the NGO crowd, both foreign and Burmese, and talks by dissidents and other influential people are often held upstairs.
